Sure. You need a Full Racing Transmission (about Cr.10,000). In the settings menu, there is a sub-menu for transmission adjustment.

For tracks with short straightaways and sharp turns: turn the automatic setting down toward "Sport". This shortens each gear for better acceleration.

For tracks with long straightaways and sweeping turns: turn the automatic setting up toward "Wide". This lengthens each gear for higher top speed.

Play with it until you get the right setting. (You should use all the gears your car has at some point on the track.)
 
To clarify, the powerband of the engine remains in the same place - you adjust your gears around it. I THINK that was what was being asked, and ZZII's answer was just right in that respect.

I can't imagine an F1 team turning up with their engine boys and spending a week retuning the engine to deliver the same power 500rpm lower... :D
