The 70 ss396 had up to 375hp. 72 had the low compression ratio

1970 also used marketing fantasy Gross HP numbers, so they aren't directly comparable.

Also in 72 the 402 was just an impala engine. Not really a hi po unit like the 1970 had. The z28 still had a version of the lt1 in 72 so it was the best bet for that year
