It's about friggin' time that we said something. I love GTPlanet, but this is still a fansite and Sony, as big as they are, won't pay too much attention from here.
So, let's contact them.
Flood them with emails over our concerns. We are the ones who make these companies, after all.

Dear Sony/Polyphony Digital,
Gran Turismo is officially the most anticipated game for the PS2. Period, no questions about it.
We've already dealt with and have accepted the delay of the online mode. That's not a real problem anymore. However, what we will NOT stand for is certain very simple and crucial elements that make the game what it is--being omitted.
There should be absolutely NO excuse as to why memory card/garage battles aren't included for this title. Not only are they not included for the single screen 2 player modes, but we've waited 4 years and they STILL aren't included in LAN battles either.
If we cannot use the cars that we spend so many countless hours tuning to perfection; till the wee hours of the morning, against a fellow HUMAN competitor...then what the hell is the point of even playing this game?!
How long have we waited? 3, 4 years now? And you still have not included LAN garage battle options yet? Then to make matters worse, you've deleted the option to use them in single screen multiplayer as well?
So what exactly are you going to do in order to keep your audience from converting to Forza as a result of this extremely powerful mishap. Seriously, this is a severe flaw of the game that MOST of us are expressing extreme dissappointment with on GTPlanet.net and on the Playstation boards as well (Most on GTPlanet).
Unfortunately, since Polyphony ceases to reveal any form of contact with them for us players (y'know, the ones that have supported them for so many years), I and many others are subjected to contacting you all through this channel alone.
Take note: if these detrimental flaws are not fixed, you will lose myself and countless others to the competition that is on Xbox. Whether it is an inferior game technically or not, at least it takes into account the players and our interaction with one another. The most IMPORTANT thing about Gran Turismo, if any of you have noticed as of yet via our hundreds of tournaments and get-togethers.
Please, someone relay this message to Polyphony Digital before releasing the American version. Fix the lack of garage battles in single screen multiplayer and LAN multiplayer alike.
I think we've shown our loyalty and have waited LONG ENOUGH for such a simple "common sense" feature to be implemented by now. 4 years is enough time to get that right.
