Convert WMV to GIF

I searched everywhere but I can't seem to find exactly what I need.
I want to create those gifs you see all over the net. Short mini clips from movies or tv shows.

Lets see, I believe you can do with Adobe Premiere. Import the movie, then export the frames of the movie, the compile in a animation capable program. You could accomplish the same thing with Flash as well. Import into Flash, and export as animated Gif. If you have issues with WMV format, find a WMV to AVI converter and repeat the above steps.

Like I said, you might have to convert the WMV file to AVI first if the version you're working with doesn't support WMV imports.

I'm still having trouble guys. I couldn't get adobe so I got Macromedia Flash MX Pro 2004. Will this work? also someone else mentioned Movie Maker I have that but have no idea how to convert to gif.
