Sadly that car is not sendable. I believe that it is available via a LVL 22 Ticket. This is one of the easiest to flip, basically 1 in 6 chance....

I might be on PSN this weekend. I have pretty much everything, so I can give the ticket to you for free if you don't have it by then.
