Country flag next to PSN?

I saw three people in a room with the Colombian flag on it (or it seemed to be), but I can't find the option to change country. And country is unchangeable in Account Management. Anybody know how or if it's possible?

You are correct, you can't change the country of your PSN. You need to make a new account but you'll lose your trophies and friends (but you can simply add those). You also can't transfer any funds you may have in your wallet.
