The vaccine is being deployed to those who are or get sick.

The 3 days of open borders are now closed. We have attracted 3 million refugees, who have been sprayed with the vaccine. Those who were infected have suffered pain for a few hours while their immune system killed the virus, and they are now cured. Those who weren't infected are now immune to the virus and its future mutations.

We also impose a tax to all civilians of the nation, ensuring our nation's prosperity.

Total budget - 24 billion

Total military - 6,200,000 (part of the tax money was used to buy new troops)

The USS has had a breakthrough! The water supply has been rigged with a vaccine that will stop the virus. However, those infected have no cure. Since our land is cured, the army will slow down patrols. Let's just hope there are no mutations.

Also I would like to give you 5 bn and my progress to help create a cure for those already infected and tp help create a vaccine against mutations.

The USS has reopened trade, and the infected have either died or been cured. A Ranger squad has been sent to old Doogerian land to investigate possible causes of the outbreak.
 
Siberia is still on lockdown as we haven't received updates from the mods as to whether our 75% complete cure as of yesterday worked, and I'd rather have the $10 billion I spent to make it be worth something than spend more money to get someone else's vaccine.

The ranger squad sent into old doogerian land has discovered a shocking conspiracy! Kim Jong Un, former North Korean dictator, has engineered the virus to kill off supporters of prime minister Doog. They were ambushed by a large group of outlaws belonging to Un, but fought their way to his safehouse and killed him. They lost one man, Cpl. Smith. Doog's whereabouts are unknown at this time, and how the virus was designed differant from the natural is unkown. They are coming home and will answer more questions.

Oh you can state the updates on your own troops independently. Simply state your technology and your weapons.

We promise this race to be safer and will guarantee that nobody dies. The HANS device is mandatory, as well as safety restraints. A camera will be mounted in each car to make sure that all drivers are using the proper equipment.

Oh all right.
Well there training was held in Alaska, to prepare for arctic warfare. We had specialized in sniping, CQC, silent tactics, and air attack along with sea.
Shoot! I need to keep track of my money and everything!
I send 100,000 troops to conquer Nevada. 1,000 air, rest are land.

Your vaccine is only 80% done. I suggest just buying some from the USS. It'll get to you quicker and it's shown to be very effective.
