Since the time has passed, 6 billion dollars spent on research and development of the reverse-HIV cure, we have biologically altered the HIV virus so that it
strengthens the immune system, we've had hundreds of scientists and a few dozen soldiers die for everyone's sake, and we're now closing in on the cure.
We've discovered that it is not dealt with by just simply strengthening the immune system, because the virus would mutate into something much more deadly, no, we had to inject weakened samples of the Ebola viruses onto patients and then tried to inject the reverse-HIV vaccine onto them. They had died, sadly, but that led us to many other opportunities.
We've discovered that since the Ebola virus mutates itself to bypass the already strengthened immune system, you had to get the immune system to bypass anything that is remotely similar to the Ebola virus. Testing this theory cost us hundreds of lives, but it all was worth it in the end.
The trouble is, the finished vaccine itself was last reported in a shack in Madagascar, located in coordinates -12.397683, 49.533478, hidden in a file cabinet. We will be using crop dusting methods of vaccination, and once we finish vaccinating ourselves, we will give the vaccine to the rest of the world.
Now, it's a matter of
getting the vaccine, in the area where it originated, and where its the most dangerous. We will be sending 50 men in gas masks and fully covered jumpsuits. They will be parachuted in the area, grab the vaccine sample and then take it to our research center to be able to be changed for use as a sort of crop duster. This will take us two months, and another 1 billion dollars.

Someone winning once nukes come into play will probably happen pretty quickly though. I can see it now, the day that someone has nuke capability they go "ok we have 500 nukes and we nuke every major city in the world, the end".
