We are a peaceful nation. Our nation has approximately 10million humans, 15million polar bears, 10million brown bears, and 5million black bears. The bears are equally important as humans to our economy, however have no effect on our human military size, and while they do take part in the military, it is a completely seperate division with strict rules...
The human military is listed in the standard section, however the bears have a different military system. All bears are members of the Arktakeh military system, bear division. They will not, under any circumstance, invade another country, for any reason. That doesn't mean they wont leave Arktakeh though. They will only leave Arktakeh as a result of climate situations, or peace-talks / treaties and business deals an stuff. They will negotiate with other countries, and will encourage other countries to be carbon-neutral, so that the bears can continue to live in good climate conditions. That said, if someone attempts to take away their original territory (Yukon, NWT, Nunavut), they will all defend it with all their strength, which is quite a lot. They will defend their territory strategically however, ensuring that no matter what happens they will always do everything they can to keep Nunavut. These are laws of Arktakeh, and will not be broken. The Bear division of military will never initiate an attack. Should Arktakeh come under attack, these laws will be reviewed, and could potentially be changed if 95% of the Arktakeh population agrees, but unless the humans population is eliminated, it's extremely unlikely to be reviewed.
The only other reason for laws to be reviewed is in the event of massive climate change causing one of the species of bear to be severely endangeared. *The main cause of climate change in the post-WWIII era is from military activity involving weapons such as bombs, missiles, along with more traditional things such as cutting trees and stuff.* Should peace-talks not resolve these, there is a chance that the bear division of military will have to temparorily intervene another country (through force if needed), and adjust another countries policies towards more eco-friendly policies, then restore the territorry to the original owner. This will only happen if it is the only way to prevent extinction of one of the species of bear, and 95% of the healthy Arktakeh population vote in agreement with a temparary intervention, along with an internationally-recognised organization.
That should cover it. Current Arktakeh law says that we will not initiate a space program, nor a nuclear / missile / bomb program. These will not be reviewed unless 95% of the Arktakeh population wants them to be reviewed, and the UN approves (or a different intertional governing body type thing, should the UN dissolve or become ineffective/corrupt).
