Having played many community modded PC games of many genres. The problem i find with mods, skins, models, etc. made by a community is that for every decent one there are countless hack jobs to sift through. Like user made tracks/ vehicles, some can be highly detailed, but many are half finished/ rushed. Since for many people they do it as a hobby, or just to see if they can do it, not as their job.
So if you want user made tracks and cars pick up rfactor, there is a pretty good community of modders. But then you can run into the problem of not having that same mod as a host and you have to go download and install it.

It's seems quite obvious from Kaz's statement that they had a full editor up and running - or at the very least had deeply explored the possibility - but decided against it because he thinks we're all stupid a full editor "would limit the number of users who could use it.”

This shows that the way they went about designing one was flawed, as as has been mentioned, creating a full track editor need not be complicated for the end user.

A full editor would not require any such thing as full CG generation tool. It would just require PD to create a friendly user interface.

Mods are something totally different. You can't compare Rfactor and a hypothetical GT with UGC. Everything made in GT5 would probably look professionally done, unless it was not intended to. It's unreasonable to assume a dev would just throw a separate modeling tool at the players. What they would do is make a fairly powerful tool and then give it simple UI for all to use.
 
A Track Editor dont have to be difficult.

I will use the Forza Livery Editor as an example.
Other Games use Photoshop or GIMP and Give you template's. It is very powerful, but Not everyone can use it.
What Turn 10 did is a "Easy to use Hard to Master" - Livery Editor which is very very very powerful, but everyone can Create Content.

I can use Photoshop, but i can do every Design i created with the Forza Editor too.
I Created liveries for other Games :)
