I'm sorry to let you down but that definitely wont be a world record, many people can do it in under 5 minutes in the dry ( http://www.youtube.com/watch?v=Qj6KtGXySog ) so I am certain someone would have done it well under 10 minutes in the dark with rain.

Indeed.
With something as capable as the Formula Gran Turismo, you should be able to do a lap in well under 10 minutes. Even a stock GT-R has confirmed lap times of ~7.30.xxx, and the rain+night combination would only add about 15 seconds.

Perhaps you should start with a less 'lively' car...
