All races

If you set the damage to full, yes. If you can't set the damage, then not all the time.

You can't repair your cars directly, but you can have the chassis / body restored.

When and Where are the damage settings?

You can do that setting just before you enter a race in arcade along with other settings like selection of tyres, transmission and sensitivity of your controller.

In the races on GT mode, features of external damages can also be adopted, but there's no change in spec of your car even after hitting barriors making the parts of the body of the car come off or distorted.
