Define 'Cruise'

I think I get the basic concept...everyone cruises, following road rules, one or two people cruise as Cops, and hand out tickets to those who brake laws.

Yeah pretty much this. Some rooms may have slight differences but the concept and ideas are basically the same.

One time, I joined a Cops room that was actually a lot of fun. It was at La Sarthe. Two guys in black cars were the cops, cruised around and handed out tickets for speeding, wreckless driving, drifting, loitering, excessive camber (I laughed so hard at that one haha...guy was pissed!). If you got 3 tickets in one car, you had to switch cars. If you could get out of LoS of the Cop cars, you "got away", but if you ran and they caught you, that car was finished for the session.

Ah... the 1/3 system. We stopped doing that in our club actually. Now we use something more realistic I'd say: you get penalized based on the infraction itself. For example, $100 reckless driving + $50 speeding = $150/500. Once the racer reaches $500, their car gets taken to the impound. Like I said, same idea but different execution.

Cruising around comes lots of different facets to me personally. Most of the time it is driving around at an appropriate speed on a certain side of the road.
There is a good amount of people on GT6 who share the same 'definition' of cruising so it's easy to find/create a decent lobby with these fellow 'cruisers'. Often it means sticking to the rules that are present in real-life such as respecting the road markings, speedlimits and keeping enough safety distance from the person in front of you. Another 'gimmick' is that we also stop at certain junctions or pedestrian crossings - this is random though, just like in reality.

Here is a quick video which a friend of mine (@JordzDaBest ) recorded. It should give you a rough idea of our definition of cruising. There's a bit of lag at the beginning but it still is a pretty neat example.



I'd say that some of the definitions I've read here are closer to "joyriding" but then again you could argue and claim that mine is more of a "realistic traffic simulation" instead of cruising. :)

It would be nice if the game would just allow engine building. :/
What do you mean by engine building? I love cruising I see a lot of poor arguments going against it, but in my opinion it can be a lot of fun. Depending on the rules of the cruise it can really show a person driving skill in GT6. Their is a lot of different ways people play GT6 in which I would never play. I would not personally tell them their way of playing is pointless though.

If you follow the road markings then why are they going the wrong way in this video (on most parts of the track) ?

The tracks are made mostly for race use, not for cruising around. Some sections of the track are 2-way while others are only 1-way if you look at the markings and arrows.
 


I got around to watching this, and painful and excruciating sums up my opinion. Different strokes for different folks, but if I want to endure that kind of driving, all I've got to do is go outside and pull out of my driveway. And hey, I'm all for slowing down and soaking in the sights, but stopping at crosswalks and obeying traffic patterns is over the top.

Like building a custom LT1 engine with LS6 heads, or building up a powerful engine by increasing the bore and stroke. For example, you "purchase" an engine bore, and then choose which size you want. +.05 +.10 +.20, etc. (Obviously with parameters/restrictions)
Engine stroke, generally this can be increased for torque, or decreased for revs and horsepower.
Crankshafts, setting compression ratios, adjusting air/fuel mixture, turbos, superchargers, everything.
A Dodge Neon and Mitsubishi Eclipse shared engines, but the head was reversed. You can easily throw a turbo Eclipse engine in a Neon. (Not that you should, but you can)
A 455ci whatever in a Nova, or VW Bug, Pontiac Grand Am even.

In real life, you can make an 800HP Honda S2000. You could also put a Corvette engine in a Mazda Miata. You shouldn't have to hack to do this, these things should be available options.
GT1 had more customization tuning than I ever imagined, and it's something PD seem to have decided they either mastered(laughable) or they've forgotten it's one of the premier features of GT1.
 
The act of driving around and going on a road you've never been on. Perhaps getting lost intentionally. Getting lost in the roads and not caring if you ever find your way back home. You're just out there looking for something but nothing at the same time. Turn off your phone, turn up the music and cruise.
