I think I get the basic concept...everyone cruises, following road rules, one or two people cruise as Cops, and hand out tickets to those who brake laws.
Yeah pretty much this. Some rooms may have slight differences but the concept and ideas are basically the same.
One time, I joined a Cops room that was actually a lot of fun. It was at La Sarthe. Two guys in black cars were the cops, cruised around and handed out tickets for speeding, wreckless driving, drifting, loitering, excessive camber (I laughed so hard at that one haha...guy was pissed!). If you got 3 tickets in one car, you had to switch cars. If you could get out of LoS of the Cop cars, you "got away", but if you ran and they caught you, that car was finished for the session.
Ah... the 1/3 system. We stopped doing that in our club actually. Now we use something more realistic I'd say: you get penalized based on the infraction itself. For example, $100 reckless driving + $50 speeding = $150/500. Once the racer reaches $500, their car gets taken to the impound. Like I said, same idea but different execution.
