Rice is all about attitude. It's all about how much effort you put into the car, and how you view it. It's also about misplaced mods.
I can see a Civic, only basic performance mods, but with an agressive body kit, a big wing, neons, etc. That doesn't make it rice. If it's good quality stuff, which flows with the lines of the car, is properly installed, painted well, etc, I won't call it rice. It's show and not go, sure, but if it looks clean, it's good. If the same car has a cheap body kit that's primered, or, worse, painted a different color than the car, and is half falling off, a mistuned wing that's bare aluminum and rediculously proportioned, cheap wheels with spray painted drums, crummy APC neons, etc, then it's a ricer. It's all about the whole package, making all the mods go together and go with the car. A car is also a ricer if external mods are otherwise incomplete, for example, a huge rear bumper and no other mods.
