Heck I don't know. The picture is too blurry and the car quite uncommon, I cannot identify it.

Dat be a classic T-Bucket, most of the time built over replica model T bodys.

Unmistakably 1939 Chevy. Only model with those small grilles on the fenders.

EDIT: Could be. But a very early model, maybe 1928-29... but in the quick google I did I didn't see any with the single fog headlamp in front of the grille, so I have my doubts.

Yeah, not 100% sure myself, when i saw the pic i immediately thought Caddy because of the huge headlamps... checked it on google, but yeah, didn't really notice the single fog-lamp.
 
This is just a suggestion but to me it looks a bit British; 1920s Rolls Royces did have some models/editions with a single fog lamp in the centre. But then again, I don't really know my pre war cars...

There is a possibility it could be a RR, that's the thing.. a lot of pre-war cars do tend to share a lot similarities imo.

This is what i originally thought it was:

But i'm pretty sure that's not the same car... still leaning towards it being a Caddy of some kind though, the double split bumper thing (although not the same) looks as though it may be a Caddy styling cue maybe.

As for the people that say it's a Rolls, never, just take a look at the top of the grille shell, it isn't the unmistakable triangular angle forever found in the Rolls grilles -to this day, even-. I am going with a Cadoo as suggested by At1ness but I cannot precisely ID it with the blurry picture.

Looks a lot like a late 20's, early 30's Cadilac Fleetwood to me. I doubt any two are now exactly the same, so unless anyone can find another pic of that exact car, we'll probably never know for sure.

I was going to say the same about the hood/ bonnet but I didn't feel like typing.
