It's not for multiple DLC's, it for multiple buys of the same DLC!
Buy the paints kit, it's the cheaper and you'll get it.

Didn't I read earlier that in Europe it will be from noon-ish? That's why we don't have it yet I think. I searched 'gran turismo 5 car pack 2' and just 'gran turismo' and it didn't show so I assume said reason is correct.

So, when the Update 2.02 came out yesterday...all the Aussie's, Easterner's got it first before the Westerner's (NA).

Now, the DLC is available to all the Westerner's & the Aussies/Easterner's have to wait.

Well usually the European PSN store updates around that time, may be slightly earlier or slightly later.
