Relative to previous releases those sales aren't poor, they're disastrous. I believe GT5 was over 5 Million by the end of December 2010. Perhaps Digital sales will make up some of that, but not 3+ Million units. If people are waiting for reviews then that's not going to help sales either. Huge chunks of the game are missing and some of the included parts aren't working all that well.
1. GT5 was released about a week and a half sooner.

2. Everybody who bought GT5 bought a disc version; no digital versions sold.

3. The info provided above for GT6 is over the span of 8 days; you are comparing it to how GT5 did over about 6 weeks.

Let's not jump the gun with these "sales are disastrous" things. A true comparison will be how many copies GT5 sold in 1 year compared to how many copies GT6 will sell in 1 year.

Apples to apples then:

8 days in GT5 had sold 3.08 Million copies with the first full week after release being 741K
8 days in GT6 has sold 1.25 Million copies with the first full week after release being 375K

Unless they made up 1.75 million in digital downloads, which I'll predict they did not, sales are way, way down. With PS4 out and many people thinking GT7 has a shot at Christmas 2014 and Christmas 2015 at the latest, GT6 will not have the legs GT5 had.

I also think 1 year will be a much better comparison, but we'll do that one year from now. What we have now is early sales and they are not good.
