That's got to be the worst pit-lane period due to its location. I wonder what the delta time on that pit lane is?

it is a pitlane try do drive in there in practice mode and you will see :)

Your right, I stand corrected. Just checked it out myself, I assumed it was one of the three or fours options for the different rally courses you can run. BTW, that's the most retarded pit lane i've ever seen, it takes over a minute to drive down the pit lane.

How broken is it? Does the pit crew stop to grab a cup of coffee in the middle of the pit-stop or is it worse than that?

Well, start an arcade race, any one.
Take to the pits and watch as the AI change your tyres and lower your car back to the floor.

Stare in amazement when you find your wheel/controller only registers the start/pause button, ( handy really because you will quit ).

Watch the AI lap you repeatedly until your will to try to move your car has totally vanished.

Try it please, I'd welcome your views. You may have to have tire wear on in your selections before your race.

If its broken both ways (as in the AI gets tortured by itself) I'll be ok with that, otherwise I'll be annoyed.

Try it and let me know if its just me.
Pit on your first lap and see what happens. I use a G27 BTW.

Pit stops work okay for me in Arcade (with pad).

Is it just an issue with specific wheels or with all wheels? (I mean user input wheels :D )

What about SSR7 and the various rally courses? You have a fuel meter while racing there so I'm assuming it's yes.

The fuel feature & tire wear might be disabled on courses that have not pits, if not it's always a good idea to carry a gas can & a good pair of sneakers, especially on SSR7 ;).

SSR7 doesn't have a pit road. I guess the contest there is to just go as far as you can before you stall it.

The pit lane is probably more than half the lenght of the track. It's massive. If your racing fast cars at that track you will get lapped when you pit.
