Prioritize a low rpm turbo or supercharger. Since is a really short distance, you don't need to reach high speeds. Add a short gearbox to it, or close the gears, that makes it more efficient. Also, displacement enhancements help.
Reduce the downforce. In GT7, no matter the shape of the spoiler, they always increase this value from the basic car (at least street cars). And every spoiler from GT auto can adjust its downforce (every spoiler I've seen at least).
In short, you should have a low drag, acceleration focused car.
