Could not find this price, but did see "DRIVECLUB on PS4 - full game $14.99, PS Plus exclusive". The description reads:

I don't really "get" DRIVECLUB, I have the PS Plus version downloaded sometime last year, and when the game runs I'm put into a night race with snow, which I haven't completed yet. I see menu options, but they are all "greyed out". The PS Plus version is more of a demo then the "full version" it promised to be.

That sounds like the Startline Tour's first event in Norway. Startline was added for free to give PS+ players a taste of the other locations and DLC tours in the full game.
The PS+ version got switched from the full game to one location a long, long time before the game's release, so you're info wasn't current
