Have you downloaded the new update? I bought a physical copy and opted for the “play without update” and was getting that same error. Once the update downloaded and installed, I restarted and the error hasn’t appeared since. I’m on a PS4 Pro.

Disregard I deleted a couple games and the download started. Dumb that I had to free up almost a 100 gigs to download update
