F1 Returns to USA - COTA - Bring on 2013!!

I don't get their "response".

I'm guessing they are being forced to though, either by neighbors or pesky insurance companies.
 
More likely insurance companies. COTA is in a relatively remote area in Austin, so there shouldn't be an noise problem.

My local track, The Texas Motor Speedway doesn't hold track days, but yet, they host the Good Guys car show twice a year, two dirt races which is off the main track, two NASCAR races and a Indycar race each year. Outside the NASCAR and Indycar races, the main track itself isn't used at all.

EDIT: Now that I had time to digest the news, track management may have needed time to get the track in order for the V8 Supercars in May. As you can see below, according to the FIA's map of the circuit, they had bleachers set up from turns 2-6, 9, both sides of Turn 11, and turn 12.

Yes, I know that the Supercars are going to use the short circuit, but it would take time to construct the additional seating in time for F1, or even the next race that requires the full use of the track.
