You mean like an image that is nothing but a flame decal, with no background? I dont think that is possible, as image files are X amount of pixels x Y amount of pixels, and the Flame image would require an infinite abount of points. Id just cut one out of another image and paste it where I need it, then use Edit-Transform/ Edit-Free Transform to make it fit.
DrogoGTO is correct; you need to have the flames defined in a way (use the polygon lasso tool). By the way, can you use correct capitalization and punctuation? It makes life so much easier (punctuation at least).
