That looked more like Lewis' fault. I think he decided Max wasn't coming through and just turned in on a car that was far enough up the inside to get space.
 
Lewis didn't give space. Lando drifted into Leclerc.

Looks like Verstappen hasn't really learned anything in wheel to wheel combat. Yesterday he didn't know when to back out against Sainz, and again today with Hamilton.

Not a racing incident.
 
I'd say 51/49 Verstappen. 2 into 1 doesn't work. One of them had to back off, but they both committed to keeping the position.

Max had his wheels ahead through T1 and was already straddling the kerb through T2. Lewis didn't give him the cars width he had earned so although Lewis was slightly ahead, for once Max actually stuck to the Alex, so he can't really be blamed for that. If it was a usual 2021 Max move, he would have been nowhere near the apex and caused it. This will be a penalty for Lewis, especially once you see where they've both ended up relatively.
 
Max should have backed out of that one but he is driving against Lewis so he was never going to give up.
 
Verstappen 5 second penalty. I don't agree with that but...

I'd say it's on Max because he wasn't on the apex, he was over it. He went too wide in T1 which caused the incident. Hamilton was also very aggressive on closing the gap though. I would call it as a racing incident, but if it had to be blamed on someone, it would be Max
 
Somehow Max has the 5s penalty.

Lando too, although there isn't much debate about that one.
 
Looks like the stewards have it right for once. That corner had two phases, 1st phase Hamilton and Verstappen were almost side by side - Verstappen slightly. Hamilton in the 2nd phase was ahead and had the apex. Verstappen should have lifted off then, but he didn't.
 
That VER penalty should stop the "Max/RB is favored by the FIA" discussions.
 
Anyway, we have an angry Hamilton right now, and that usually spells problems for the other drivers.

Fia is incredibly biased. It's just that their bias changes on a per-incident basis, based on who caused it. ;)

That's the problem I have with the FIA. They continue to try and atone for previous mistakes by making more mistakes.
