I wouldn't be sure about that, I know of a case in another game where someone got mass reported and banned, and the only reason they got anywhere in having it overturned was because they were an elite player who could get the attention of a developer. When they contacted normal support channels, they were just told the ban had been correctly issued, with "correctly issued" appearing to mean more than x reports in under y hours equals ban. It's also worth noting that "mass reports" can be the work of just one person using a bot farm (which is what was believed to have happened in the case I mentioned).
