It appears Leagues have not been updated. All the lobbies are closed and there is nothing new to replace them.

Well that answers my question, "Is it just me or have the Leagues Ended for everyone?" Was there any sort of notice?
 
No notice, and in fact, in Friday's Week In Review, they had this to say about Leagues:
"Over in Leagues, Series 4 wraps up this week, and we kick over to a new Season this weekend. The new Season is dubbed “Keeping Pace” and here’s a look at what’s coming in the season’s first series:
EVENT 01 – Ghost – Showroom Rally
EVENT 02 – Simulation – Supercars Championship
EVENT 03 – Spec Ghost – 1967 Eagle-Weslake T1G
Series Reward – 2015 Audi S1
Season Reward – 1968 Dodge Dart HEMI Super Stock Forza Edition"
