Normally engine limiter gives less overall power but you seem to get a flat peak power curve in high revs which seems to work well with some cars. But I never go lower than about 90% unless I really have to cause the cars run in and I can't take any power mods off
I feel that finding the right power-weight ratio is much more important,
500PP I normally don't use full weight reduction for more power.
550-600pp I use full weight reduction and add ballist to get the car more balanced and add abit more power again.
