IMHO, you could certainly have room to expand your garage & racing horizons if you consider any Ferrari to be "very low amount of power". :boggled:
And while I would consider the vintage Ferrari a "fun drive", I would not describe it as "handling like a dream".
I've never tried it on Racing Soft Tires, of course. But probably neither would I find a reason to do so.

Reference OP:
Is there a car that handles Like a Dream but has a very low amount og horsepower?
I Think it would be a lot of fun to drive such a car!

The Isuzu Bellet. Man is it slow but, so pleasant and easy to drive.

I'd also put forward the 80s MR2 1600 G, around 132HP and while she can get away from you it's a pleasant drive.

I'll second the Bellet. It is so slow, but surprisingly fun to drive. And you can still handle it pretty well even when no cop on the planet would let you drive in your current condition.

 THat's a good description of the Bellet.

Low HP and fun cars?

I enjoy driving all of the Japanese cars from the 1960s. The Nissan Bluebird (510 Datsun) is a hoot. And, the GTR is fun too. But, I love 'em all.

Atm im working on a Roadster RS tune 0-60 in 3.092!

There are heaps of cars that handle like a dream or splendidly as it was mentioned above, but I bet the Caterham and the polyphony kart is of the smartest choice of your long-wanted one. :D

VW Lupo Cup Car.

A bit of engine tuning and suspension fettling, makes this car a blast.

There's a race on A-spec @ Nurb'ring. Intemediate level, i think?
Might be the Lupo cup race, anyway it's pretty much flat out all race, getting those lines as tight as possible.

I just kept repeating this event, loadsa fun.👍👍

Troy Queef has tested loads of "reasonable priced cars" of late. If you like a fun - slightly naughty short read on cars.

First impressions are strong like cheese. Engine feels as willing as a Japanese lap dancer, running to the redline like it’s sprinting from a storm. But the only storm here is grunt, and plenty of it, punting the Super-zuki along at will. The gearchange goes glove-in-fist with these four pots of power, slick as an oil salesman, smooth as a single malt sucked through a sax. Troy on the Suzuki SX4 1.6 SLX.

Quite nice to hear people praise the little cars of GT5.

A basic MX5 is easy enough to pootle about in, nice balance, predictable on Comfort tyres - Slap on a set of Sports and even a novice will have to work hard to get the car to sniff out an accident.

I like the Lancia, almost impossible to spin it out thanks to 4WD, it has 200bhp though so dunno if that's too high for you.

Hf Integrale all the way!! Lovely cockpit view, sticks to the track like epoxi, sweet little 400pp ride!!
