We shall now discuss the possible metaphorical ideas behind the cat walking up to the eagle. I would say that the cat represents illegal immigrants, and the eagle represents the US, and the immigrants are sneaking up to the US to see what it is all about just as the cat would like to know what the eagle is all about.
