The joke is that only someone Blatter-esque is suitable to take over from Blatter - so Blair who was not only incompetent and a liar but corrupt to the point of making his fortune off suffering and murder (both large scale and allegedly on an individual basis) and seemingly without any actual moral compass is the ideal man for the job.
