This seems a bit like what former Sen. Daniel Patrick Moynihan (D-NY) termed "boob bait for Bubba" (Bubba being Bill Clinton) as it appears designed to pacify conservatives, while it lacks meaningful foundation in reality. It also seemes to have hooked a few proverbial boobs.
 
I went to Google Earth to find the rock, and there's a place marker for it, but Google's imagery is from 2017, before the rockslide that put it there.
