I know how to gift tunes, vinyls, etc. Is there a way to gift CRs ?

No. You ask a person to list a car on the AH for whatever sum you want to gift them.

Not directly, no. What people do is tell others to put up cheap cars for whatever credits you'd like to give them, and then you'll just buy it off them through the AH.
