This is probably due to memory usage of PS3. Now can interface navigate faster because these nice, but not necessary things are gone.

1- Yes, they put a limit for example: 450pp or less.

2- Yes, in order to unlock National B races, you have to first finish the License test in Novice for example

I completely second... IMO, based on Jordan info, it seems to be one of the nicer enhancements...
