It's that small room that's to the left of the stairs that lead up to the helm.
 
There's a sink, a table, some dresser, and a cabinet (above the sink) Since I'm not sure if that's what you meant I'll wait for your confirmation.

Which two street cars in Vice City don't bear any license plates?

Cars like the Hotring Racer or the Bloodring Bangers don't count since they're not street cars.
