Just do all of them PD, race and rally cars first then road cars.

To be fair to everyone, the only way every GT player is going to be satisfied is if every car in the world was recreated in premium. All cars that have existed since the Model T.

Once that's done you can start working on premium trucks, vans, lorries, diggers (JCB in GT5?), police, fire and ambulance vehicle - all from every corner of the globe.

When that's finished, come see me for more.
