I believe that the 2D rims is an effect of the game engine. I'm not sure if anyone else noticed, but the game uses simpler models as the cars get further away. I have seen this in tons of PC racing games, but not too much on platforms. I'm guessing that the rims are 3D up close, and get simplified along with the rest of the car as the distance from the V-Camera increases.

The 2D wheels were done for a very specific reason, in my opinion.
To see why PD did this, simply play some Ridge Racer 5. That game has fully 3D wheels in-game.
They look sweet standing still, but as speed picks up they start to look really weird. Because of refresh rates of TVs, they begin to flicker and look really unrealistic.
With the 2D wheels, PD was able to apply a blurring effect to the wheel texture, just like in real-life. This would have been impossible (or extremely difficult) to do with fully 3D wheels.
