OK so, to answer about this texture problem, the problem here is that the file 'b9c95188e4fe7436-396a18873bc689f7-r10e000001680000-00006653.png' is for the NTSC retail version of the game and the '83da545cd588888c-910bdcc02954f67c-r360x270-00002653.png' is for the Public Online Beta.
Hope it can help to understand why the texture works or not. I just found it few minutes ago by trying the Spec II mod!
I’m also noticing that the lap timer is not HD, again it seems fine on my PC. I literally zipped my pc texture replacements folder and unzipped it on my android handheld. I’m using nethersx2.

I did add the texture on my previous answer. It's known that there is texture loading problems with nethersx2, some people has problems with it. Check with my file if it's ok. I will see about your other problem.

It still doesn't work for me :/ neither filename makes any difference. I can't understand why because this exact set of files works for PC with the same game file....
Here's how it's looking in the gt menu and in game hud. The timer us still low res too. It doesn't matter which filename I use for the gt menu, that section is still low res
all works well on PC PCSX2.
