Gt5 paint cheat?

I've been seeing different cars with paints that normally won't let people have on their cars. I've seen F1's with red chrome and even a Toyota 7 Race Car with black paint. How does that happen?

That paint-mod thing is the only form of hacking that I would love to try (hypothetically - I would never actually do it). I think being able to paint race cars is pretty epic.
