Here's the rub... let's face it, if B-spec weren't a way to grind for credits without actually driving, would anyone want it?

If PD came out with B-Spec, but the prize money couldn't buy you cars you could drive (say a separate B-Spec garage), would you put time into it, or work on your racing skills?

With sophy, definitely yes. That's the whole point of games such as F1 Manager and Motorsport Manager. Besides, they could include budget and regulatory constraints like Codemasters did with F1's Myteam.
 
It wouldn't take PDI much time to implement a better B-spec than in GT4-5-6, but apart from [skipping the boring part of] the credits grinding, only a small group of GT players would have fun with it. It could be used for testing tunes & cars on the margin. I would much rather have custom championships or complete custom career mode.
