Available after completing Crime and Punishment mission. Where you meet Roman hiding in the dumpster, and Dimitri and Faustin kidnap you. And, you're mission is to steal the van with the tvs inside.

Sounds right to me, but i can't confirm.
 
In that case, I'm going to guess you can do it from the beginning, so after the very first mission (as in, driving Roman from the boat).
 
The correct answer is "The Cousins Bellic".
Which is the very first mission so Dragonistic also got it right (w/o actually naming the mission)

Although the "Most Wanted" only appear listed on the police computer after "Crime and Punishment" (I think), you can always type/search their names manually and complete the missions.

That also goes for those wanted on the other islands, - which makes the "Most Wanted" missions the most interesting (and in some cases very challenging) activity for the early 6* daredevils.

When not in a mission at the moment, where it says connect wireless device (picture-phone), how can you save the picture and connect it to the police computer, and search for that person later on, or how does that work?

I think that only works for the specific mission you do for Playboy X IIRC.

Also, I'm going to allow you to ask the next question Tiddy, seeing as you went to the trouble of actually finding the name of the mission, which i was to lazy to do :).
