Yes & yes. I'm someone who was more than willing to buy a Collector's Edition to show my enthusiasm for the game & cancel my original pre-order. The fact it contains all the items included in previous Collector's Editions minus the game and the fact it's $400 is why myself & many others are not happy. V's CE was $150. RDR2's similar box minus the game was $100. The box with the game included the Ultimate Edition version & the price appropriately jumped to $200. Rockstar asking double that minus a game is understandably questionable.

There isn't another Collector's Edition coming unless it follows RDR2's approach & costs $500 b/c it includes the Ultimate Edition version of the game. Which wouldn't make much sense b/c the Ultimate Edition already reportedly encompasses 70-80% of pre-orders & this box is not being well received in the media or by fans, so trying to resell it with an actual game doesn't strike me as doing any PR favors.

We're also essentially a month out, well past the point V & RDR's Collector's Editions were announced (May/Sept. release 2013; June/Oct. release 2018).

Because it's tied to the most anticipated piece of entertainment media & is not living up to expectations/over-priced by fans.
