I realise GTP tags come before your username.

Are these just for mods or can any GTP user have this?

Can I change my existing PSN to a GTP Tagged name or do I need to create a new PSN?

EDIT: I get it now. Yeah, you create a new PSN that has GTP before it.

The GTP tag is mainly about the GTP Registry for the Weekly Race Series.
