You can even see the grand stands and banking of the oval through the building's windows.

Also, I wondered if the NSX was a deliberate hint as we had a time trial there with the road car and also one with Gr.3 where the NSX was used by the majority of participants?

Now I've come to realize that this time around, my puzzle was waaaay too obvious. Looks like I will need to work on that next time.

I used the NSX because of the livery, which is of the Racers Edge Motorsport team who are Floridians. I don't play Sport mode so I have no clue what the meta picks are, but let's rather go with your hypothesis :D

Yeah yeah, I get that, I thought I may have seen that roadside on Deep Forest, but never mind. It also reminds me of the road just outside of Fuji Speedway, could it be that?
 
This one is tricky, I give up for now.

Ding ding ding, correct!. It is the road outside Fuji. There's some interesting things (even parts of historical track layouts) scattered around some tracks, albeit in PS1 era model geometry.
