I do use the SRF option, as do most of my main GT6 friends, but I too think this would be a good option. It would allow the people who use it or don't use it to compete at their own level, and cut out half the moaning on this site (well, maybe not half) so a win win for both groups of players.

I think filterable in-game Leader Boards would be sufficient.
Something similar to the rankings MyGranTurismo.net provides for GT5.

The lack of this drains a lot of fun out of the seasonal TT's for anybody who refuses to run with SRF. All we can do is compete against our friends as the overall ranking doesn't mean much.

I'd personally add a filter for ABS as well, but that's more debatable since it has more impact on how consistently you can run close to your best than it does on what the actual fastest achievable time is. I'm also not sure how many people would run without it even if there was a separate leaderboard for it. Most people seem to use it as a standard setting despite it being easily the second-most helpful assist and much less necessary than in GT5.

I do think a lot more people would run without SRF if there was a leaderboard for that. Quite a few people don't seem to really like using it if they don't feel they need to.

Honestly, I think the official GT in-game leaderboards should be every bit as filterable as the ones on mygranturismo.net were for GT5, but I have no idea what technical obstacles there might be to that. Sorting by SRF is a must at the very least since it has such a large effect on what the car is capable of.
