That only applies to DVDs. There's DVD+R(W) and DVD-R(W) but there's no such distinction with CDs.I've never noticed any difference, to be honest. I think it just depends on what your drive takes. Some are +, some are -, some are both.
I saw a show (A documentary) where the FBI got the info from a CD that went through a mincing machine, then a blender. It can be recovered.
