How can I completely reset GT7 ?

Guys, I haven't played GT7 for a few years and would like to restart it from scratch. As if I had just purchased the game.
I delete the save file in the PS5's Settings but this doesn't reset my progress, and when I return to the Settings, my save file has magically returned !
See below screenshot.

How can I wipe out all my progress and restart the game from scratch ?

(I do not subscribe to PlayStation Plus).

I don't even play online, I only play on my own...

Guys if I want to start from a new PSN account as suggested above, do I need to create the new account in the same region as the one where the game was purchased ?

I live in HK, and my PSN account is a HK one. So I create a new HK PSN account ?

I'm asking because I also own a US PSN account, and when I launch the game from this account, it launch in offline mode only. Meaning I can't do anything.
 
Yeah, you’ll need to stick to the same region as where you bought the game. Since your copy was purchased on your HK PSN account, the license is tied to that region. If you try to run it on your US account, the system doesn’t recognize the license, which is why it only launches in offline mode. If you want to start fresh but still have access to the full game, including online features, you’ll need to make a new HK PSN account rather than using your US one. The only way the US account would work is if you bought the game again from the US Store.
Given that I run US and Japanese accounts from my single European downloaded version, no.

Region-locking really only applies to DLC and Store purchases now. For instance, when I receive review copy codes, they have to be redeemed on an account matching that region (which is why I have a US account in the first place) but they can be played on any account from any other region on the same console once redeemed. In fact I don't even need to download it on the same account first...
 
Maybe it has something to do with the great Chinese firewall given it's in HK. But that's just a guess, I don't really know much about it.
 
Fellas thanks for the responses. For my own education I was interested in getting a definite answer so I did it the long way: I created 2 new PSN accounts. One in the US, and one in HK: both allowed me to restart GT7 from scratch :).

On a side note. Last night I called Playstation HK, they have a local number here. Long story short I've had to talk to them a few times in the past 2 weeks (my PSN account was hacked arghh) and I have found their support staff to be extremely fast to pick up the line (3 rings max), friendly, polite and competent. My PSN account was restored and fraudulent purchases cancelled in no time. I was pleasantly surprised by this level of support.
Anyway, so last night when I spoke to them, the guy didn't seem to be aware that users couldn't reset GT7. He helped me ensuring that I had deleted the saved file and even showed me how to "rebuild database" which I had no idea what this was, but obviously all this didn't work. After 1/2h he gave up, gave me a ticket number and said they'd be in touch by email within a week. Ideally, I would like Playstation to reset my GT7 manually at their end, may be they can do that ? I don't know. Let's see.

It's not going to happen.

There is a possibility to roll a save back to an earlier state, but this only happens when the save is corrupted and I've not actually heard of that happening in quite some time (like, GT Sport era). Resetting it entirely is not on the cards and, again, this has been the case since GT Sport.

While it may be the case that you don't play online, the fact is that they want you to not be able to modify your save at all to prevent cheating - and cheating includes bypassing something that they can sell you...

Sorry mate, that is not true at all. I have GT7 accounts in all three regions with one game purchase and one PSN account.
