Do I have to buy a ferrari to participate the race that is just for the ferraris in level 23 or is there any to win one?

What race is just for Ferraris at level 23? I think you mean the Formula Gran Turismo Championship. And if that's the case: NO, don't buy a Ferrari F1 racer, you can't use them! You will need a Formula Gran Turismo - a car that can propably be found in the online collector's dealership for 4.8 mil.

While the fgt event unlocks at lvl23. 👎

Yes that is daft but if you get to 24 on B spec you can buy one and race.
