Sometimes it's not up to the game developer. Maybe when PD approached BMW about licensing cars for the game, BMW only allowed Kaz to render the cars that you see in the game. Maybe another game developer secured exclusive rights to use some of the other, more popular models.

It annoys me to hear people complain about what car is or isn't included in the game. There are a lot more deciding factors than just "what cars Kaz felt like putting in cause he hadn't had his morning coffee that day".
