Alright..
  • Select a part of a car (or whatever, cars work best) that is a different color than all the others. (even if it's the same color as other parts, just a different shade.)
  • Take the eyedropper tool and take a color sample within the area you just selected.
  • Take the brush tool and go over the selected area with the eye-dropped color.

It should eventually look like this..

  • Select the car with the Polygon Lasso tool.
  • Go to Filter > Blur > Smart Blur.
  • Set the Radius to 3 and the Threshold to 25.
  • Set the Quality to Low and Hit OK.

If you want, you can change the colour of the car first, then perform the Smart Blur.

I use Flash MX to do cell shading because it uses a vector system. Just import the image you want cell-shaded into the background and draw shapes on a layer above the background.

But how do you do it in PSP7?

You select an area, you use to eyedropper to choose your color, and you get your paintbrush to paint. It's very simple to do if you pay attention.

thanks, but dont have time to learn another program now, more interested in how the fork these guys claim to get their cars doin 800 to 1,000 mph, I'm just crawllin along at 560

In Photoshop, you can just duplicate the layer, use the Filter "Find Egdes", then reduce the opacity to your liking.

yeah well there is all sort of cell-shading trick and all we want to know is what is the best way to do the nicest cell-shading ......

You guys all go about this the wrong way and the longer way. As someone who gets paid for his art for ads let me tell you the correct way. And just see how simple this is....draw with vector layers like the pencil nodes and shapes.
You dont lasso and fill for "cel" artwor, thats for anime.
If you really want your car to look like you ran it through same junky filter than do the lasso method and make your car look cruddy like the ferrari up there. Or you can do it the professional way and draw or trace using vectors. Here are 2 links to perfect examples.

One last thing, do you want your car to look like it came from Auto Modellista or some cheezy filter? Believe me, people pay for artwork that looks like it came from thier favorite game.

Initial those examples arereally nice maybe you could go into more detail about how you do this, maybe even a tut if your feeling generous:D .
